    In every instance, this has been after someone has registered as a user, but not confirmed their registration by clicking on the link in the email they received after registration.

    This email should arrive within minutes after registration.  If it hasn't, please check your junk mail folder in case it went there.

    Confirmation of your registration has to take place before you can log in.
